Work Permits in the Netherlands: TWV and GVVA Explained

Whether you need a work permit in the Netherlands depends on your nationality, residence status and the work you will do. An English-speaking vacancy is not automatically open to every applicant, and a job offer does not replace official permission. Understanding those distinctions early helps you concentrate on opportunities you can realistically accept.

The two terms you will often encounter are TWV and GVVA. This guide explains how they differ, who handles the application and what to discuss with an employer before agreeing your first working day.

Who can work without an employer applying for a permit?

EU citizens and nationals of Iceland, Liechtenstein, Norway and Switzerland generally do not need a Dutch work permit. Some other workers can also work without a separate employer permit because of their existing residence status or a specific exemption. The actual conditions matter. [S07]

Do not assume everyone living in Europe has the same rights. A residence card issued by another country and a Dutch BSN are not substitutes for Dutch employment permission. Explain your nationality and existing status precisely when speaking to a recruiter.

For the broader distinction between lawful stay and employment, read about residence permits in the Netherlands. That helps you separate two questions which often appear together on application forms.

What is a TWV?

A TWV is a Dutch work permit issued by UWV. The employer applies for it, not the prospective employee. Depending on the situation, it can be relevant to work of a shorter duration or circumstances where employment permission is arranged separately from residence. [S20]

Think of it as permission connected to a defined employment situation, not a personal licence that you can purchase and use anywhere. The employer needs to provide information about the proposed job and demonstrate that the applicable requirements are met.

Ask the employer which route applies and who is responsible for the application. A promise that you can “sort the permit out yourself after arrival” is not an adequate explanation where the employer must act first.

What is a GVVA?

A GVVA combines permission for residence and paid employment in one procedure through the IND. It is commonly relevant to longer employment stays for workers who need this route, but it is not the route for every international employee. The IND obtains employment-market advice from UWV. [S19]

The permit includes a residence document and an additional document with employment conditions. Keep both available and understand which employer and activities are covered. A change of job may require a new assessment rather than simply updating a CV.

Neither TWV nor GVVA should be selected solely by comparing fees or processing times. First establish the correct legal route; then organise the documents, timing and practical move around it.

Why an offer does not guarantee approval

For regular paid-employment applications, an employer may need to show recruitment efforts in the Netherlands and the EU or EEA, alongside other employment requirements. A vacancy being difficult to fill does not remove these conditions. [S07] [S19]

This matters when you see advertisements for warehouse, production or other entry-level work. “No experience required” describes the role’s experience requirements, not a promise that any nationality qualifies for a permit. Similarly, speaking English is a recruitment requirement at WorkInHolland, not an exemption from immigration rules. [S01]

When reviewing unskilled jobs in the Netherlands, establish your permission to work before making travel arrangements. A realistic assessment is more valuable than an attractive start date which cannot lawfully be met.

What the employer and candidate should agree

Ask who will submit the application, what information is needed from you and how progress will be communicated. Confirm the employer’s legal name and the proposed workplace, duties, hours and pay. Inconsistent employment details can make both an application and your relocation harder to manage.

Prepare clear copies and original identity documents for the appropriate stages. Supply information through a secure channel, and retain your own record of the application reference and correspondence. Do not give anyone your DigiD password to make administration easier.

Separate recruitment terms from immigration conditions. Our guide to finding work in the Netherlands helps you assess a vacancy and prepare your application, while the official permit instructions determine the immigration steps.

When are you allowed to begin work?

The answer depends on the route and the documents issued. For an initial GVVA, the IND explicitly requires receipt of both the residence document and the additional employment document before you start. A positive expectation or planned collection appointment is not enough. [S19]

For other routes, ask the employer to confirm the applicable starting conditions. Renewals and changes can have their own rules, so avoid applying advice about a first application to every later situation.

Also distinguish work permission from entry permission. The guide to work visas for the Netherlands explains the role of an MVV and why a tourist visit does not itself authorise employment. Schedule travel around the approved process rather than treating arrival as the deadline for approval.

Fit the permit process into a workable relocation plan

Use the guide to moving to the Netherlands to organise housing, registration, insurance and your first weeks. Keep commitments flexible where the employment start still depends on an application. Ask which costs become payable if travel or accommodation dates change.

A vacancy with relocation help may simplify practical arrangements, but it does not change who decides an immigration application. This page does not promise that WorkInHolland sponsors work permits or can place every non-EU candidate.

If you already have suitable employment rights, compare jobs with accommodation in the Netherlands on the same practical basis as other roles: clear hours, pay, housing costs and support. Those details remain important even when no new permit is needed.

Frequently asked questions about Dutch work permits

Can I apply for a TWV myself?

No. The employer applies to UWV for a TWV. You may need to supply documents, but that does not make it a personal application you can complete independently. For a GVVA, use the IND instructions for the relevant application route. [S20] [S19]

Is a Dutch BSN enough to start a job?

No. A BSN identifies you in Dutch administrative systems; it does not grant work rights. Your nationality, residence status and any required work permission must also allow the proposed employment. The employer needs to assess those separately. [S05] [S08]

Can I use the same work permit for another employer?

Do not assume so. Employment permission can be tied to an employer and specific conditions. Before changing jobs, establish whether a new application or other action is required and when you may start the new role. [S19] [S20]
